On 29 January, the Parliamentary Assembly of the Council of Europe will vote on a radical resolution that could open the door to punishing people for refusing gender ideology.
It is being presented as a ban on “conversion practices.”
But the real problem is what the text quietly adds: it expands the concept to include “gender identity” and “gender expression.”
In practice, this approach would criminalise parents and other carers who do not affirm a child’s self-declared transgender identity. Expressing basic biological truth would also be reframed as causing “harm” and “abuse,” threatening core freedoms of belief, speech, and the professional judgement of healthcare professionals.
The resolution seeks to impose ideological compliance with a radical transgender agenda across Council of Europe member states by pushing countries to introduce criminal sanctions for those who do not comply.
Parents, teachers, doctors, and clergy would be expected to fall into line, regardless of conscience, evidence, or deeply held belief.
Saying no to puberty blockers or stating basic biological truth could trigger serious punishments, including regulatory complaints, investigations, loss of professional standing, court action, and even the removal of children from their parents.
You could be treated like the problem.
The resolution’s reach is broad: it calls for enforcement across healthcare, education, religious spaces, and even commercial settings.
It also promotes mandatory training programmes, school indoctrination classes, and public propaganda campaigns – pushing harmful gender ideology deeper into daily life.
This vote may take place in Strasbourg, but its impact would be felt across Europe.
The Council of Europe is not a small institution. It covers 46 countries, and its resolutions are treated as “human rights standards” across Europe.
What is approved in Strasbourg rarely stays advisory. Endorsement at the Council of Europe gives ideological cover for its Member States to embed contested ideas into policy, professional standards, and ultimately law.
The upcoming vote on 29 January represents a critical opportunity to stop this agenda before it is adopted and exported across Europe.
